Toul Kork Drop-In Centre

Toul Kork is an industrial neighborhood on the northern edge of Phnom Penh, Cambodia. A breeding ground of crime, prostitution, and corruption, it is the type of place where daughters and sisters simply disappear after reaching puberty. It is a community lacking cohesiveness, where children are more likely to be exploited by a neighbor than protected by them.

Action to End Exploitation opened the doors to its specialized community center in the summer of 2006. Focusing on commercial sex workers and high-risk youths, the centre supports an array of services and programs. Each program is designed to respond to the currents needs of the community and has been adapted as needs evolve.

Program Description
Academic Bridge Program

Children who live in brothels or within 100 m. radius of a brothel and who have been denied access to primary education due to over burdensome school fees


A tailored schooling program that raises the child’s academic abilities to the point that they can attend school comfortably, and with confidence, along side peers of their own age.
Tuition Sponsorship Program Graduates of the Academic Bridge Program. A continued commitment to primary education, this sponsorship program provides schooling to high risk children who would otherwise be denied an education.
Community Micro-Loan Program Direct and Indirect Sex Workers seeking to leave the sex industry.

An entrepreneurial venture promoting empowerment of sex workers through access to business skills and start-up capital
